Summary
Identify data centers that should be treated as critical infrastructure. This bill would direct the Secretary of Homeland Security, through the Director of the Cybersecurity and Infrastructure Security Agency, to identify such data centers and, within 180 days of enactment, deliver a strategy to Congress in collaboration with the Secretary of Defense as appropriate.

Protect data centers and communities
If enacted, the Department of Homeland Security would direct CISA, working with the Defense Department as appropriate, to identify data centers that should be treated as critical infrastructure. The agency would have to do this not later than 180 days after enactment. The bill would require the agency to consider power and water supply security, with a focus on above-ground transmission lines and electrical substations, and to consider risks for communities located near data centers. DHS would send Congress a strategy with recommendations to defend those data centers from external breaches and to protect nearby communities and residential areas, using the federal definitions of “critical infrastructure” and “data center” in current law (42 U.S.C. 5195c(e); 42 U.S.C. 17112(a)).
