Count overtime toward Capitol pensions

If enacted, the bill would let some Fair Labor Standards Act (FLSA) overtime paid to United States Capitol Police count as basic pay. That basic pay would be used when computing a Capitol Police annuity and a survivor annuity. This would apply only to overtime paid under the Congressional Accountability Act rule and only for work performed on or after the date of enactment. An officer would need at least 15 years of service before the separation that creates the annuity. The overtime counted would be capped at up to 50 percent of any annual statutory overtime maximum for customs officers (19 U.S.C. 267(c)(1)). The Capitol Police would have to give yearly information to OPM to support the actuarial calculations.
