Summary
Would expand district courts' authority to hear challenges to federal grant terminations tied to agency actions under the Administrative Procedure Act. It adds a new paragraph to 28 U.S.C. 1346(a) giving district courts original and concurrent jurisdiction over civil actions against the United States that seek to vacate a grant termination when that termination results from an agency action already under review under chapter 7 of title 5, and it clarifies the cross‑reference to chapter 7.

District court review for grant terminations
If enacted, grant recipients and other affected parties would be able to sue in U.S. district court to try to reverse a federal grant termination. This applies when the termination resulted from an agency action being reviewed under the Administrative Procedure Act (chapter 7 of title 5). District courts would have original and concurrent jurisdiction even if other courts may also have jurisdiction. The change would take effect upon enactment.
