HR9019119th Congress

POWER Act

Sponsored By: Representative Roy, Chip [R-TX-21]

Introduced

Summary

Creates a federal reporting system that would track water and electric energy use at certain data centers to protect water and farmland and to flag centers that depend on subsidies or grid connections. The law would push transparency about who pays to hook centers into the bulk-power grid.

Show full summary
  • Covered data center operators would have to provide annual data on water taken from public water systems. Reports must show recycled water amounts and average daily water when supply is continuous, and note whether a center generates all its electricity or is an electric consumer.
  • Local communities and land users would gain federal data to inform water and land planning. The reports would include the water drawn from public sources and the costs to connect data centers to the bulk-power system and who paid those costs.
  • The Department of Energy, working with the Environmental Protection Agency, would produce an initial report within two years and then annual updates using definitions aligned with existing energy, water, and environmental laws and Executive Order 14318.
