New rules on countries' sex demand

This bill would change how the State Department judges other countries on trafficking. It would add three criteria for "serious and sustained efforts" to reduce demand for trafficking-related commercial sex. The criteria would require that countries (A) ban buying commercial sex or, if the central government lacks that authority, adopt a policy against buying commercial sex; (B) educate buyers about how traffickers exploit prostituted people; and (C) act to reduce demand from their nationals for international sex tourism. The change would take effect on the date of enactment and apply to determinations under section 108(a)(4) made on or after that date.
