States could end vehicle inspection rules

This bill would remove the federal rule that makes states run vehicle inspection and maintenance (I/M) programs. It would strike subsections (c) and (d) of 42 U.S.C. 7418 and change parts of Clean Air Act sections 182, 184(b)(1), and 187(a) that trigger I/M requirements. States would be free to keep, change, or end their own I/M programs. Vehicle owners in some states would no longer have to get regular emissions inspections and could save inspection fees. Auto inspection and repair shops could lose customers and revenue. The change would take effect upon enactment.
