- Foster families would be eligible for one free annual pass per family, using the Social Security Act definition in section 472(c). If a family's size means one pass would not cover all members visiting together, the Secretary may issue one or more additional no-cost passes to cover entrance and standard amenity fees.
- The Secretary would determine what proof shows a family qualifies and would issue passes under the authority already in the Federal Lands Recreation Enhancement Act.

Free federal park passes for foster families
If enacted, families whose home is a foster family home would be eligible for a free federal recreation pass. Eligibility would follow the Social Security Act definition in 42 U.S.C. 672(c), including as applied under section 479B. The Secretary would generally issue one no-cost pass per family, but could provide one or more extra no-cost passes when a family's size means one pass would not cover all members visiting a site together. Families would need to show adequate proof of foster-home status as the Secretary requires. The bill does not create new funding or set start or end dates for this change.
