Declares that any law which would sell, dispose of, or transfer Federal land is extraneous under the Byrd Rule. The bill would amend section 313(b)(1) of the Congressional Budget Act to make that designation explicit and to prevent land-transaction provisions from being packaged into budget reconciliation measures.

Limits federal land sales in reconciliation
This bill would amend the Congressional Budget Act to change the Byrd Rule. It would say any provision that causes the sale, disposal, or transfer of Federal lands is extraneous. If enacted, that would mean Congress could not use budget reconciliation to approve federal land sales, disposals, or transfers. The change is only a procedural budget rule and would not create new spending, taxes, or programs.
