Summary
Makes certain chronic-condition treatments and devices count as preventive care in high-deductible health plans. This bill would codify IRS Notice 2019-45 so items like insulin, statins, inhalers, blood pressure monitors, glucometers, and select antidepressants may be offered without meeting a plan deductible for HSA rules.

- Patients and families: People with diabetes, heart disease, asthma, osteoporosis, depression, or hypertension could have key medicines and devices covered before the deductible. That can lower out-of-pocket costs when they need ongoing care.
- HDHP and HSA users: Enrollees in high-deductible plans would keep access to health savings accounts while their plans cover these chronic-care items as preventive services.
- Employers and insurers: The bill gives statutory authority to the IRS list so plans can treat the named services as qualifying preventive care under the deductible safe harbor.

Chronic care pre-deductible in high-deductible plans
If enacted, the bill would put into law an IRS list of chronic-condition services that count as preventive care. If you have a high-deductible health plan or an HSA, those listed services could be covered before you meet your deductible. This could lower your out-of-pocket costs when you use those services. It only applies to the services named in IRS Notice 2019-45. It would not change other IRS or Treasury guidance unless there is a conflict.
