More recycled materials for cement makers
If enacted, this bill would change federal waste rules so some recycled materials are not treated as "solid waste." It would exclude non-hazardous secondary materials ruled non-waste under 40 C.F.R. part 241 as of the enactment date. It would also exclude recovered materials that would not be hazardous if discarded when they are used as an ingredient or fuel in cement or clinker making and when they meet legitimacy tests. To qualify, materials must be managed as valuable commodities, often under the generator's control, or be processed before use. Cement makers, recyclers, and material suppliers would face fewer waste regulations. Household effects, like construction cost changes, would be indirect and uncertain.
