  • Veterans with service-connected disabilities: creates a clear eligibility path for veterans rated 30 percent or higher to receive beneficiary travel payments.
  • Veterans in territories and Freely Associated States: makes residency in a covered jurisdiction with no VA medical facility a standalone route to eligibility, no matter the disability rating.
  • Administration and scope: defines “covered jurisdiction” to mean territories and the Freely Associated States and ties “territory” to the PROMESA definition so it is clear which locations are included.

More VA travel help for veterans

If enacted, this bill would let more veterans get VA travel payments. Veterans with a VA disability rating of 30% or more would be eligible for beneficiary travel payments under 38 U.S.C. 111(b). Veterans of any rating who live in a covered jurisdiction without any VA medical facility would also be eligible. "Covered jurisdiction" would mean a U.S. territory or the Freely Associated States, as defined in law. This would apply to beneficiary travel payments and allowances under current VA rules and would take effect upon enactment.
