Voluntary AI flaw reporting program
If enacted, the bill would direct NIST, with CISA consultation, to run a voluntary program to report, collect, and track AI flaws. NIST could build the technical infrastructure itself or enter cooperative agreements with colleges, research institutions, or consortia to develop a national, machine-readable database or modify an existing database. The program would convene industry, researchers, nonprofits, standards groups, civil society, and agencies to create shared definitions, standards, ways to prioritize flaws, and guidance on reporting and disclosure. NIST would have to report to Congress on implementation and give recommendations not later than three years after enactment.
