- People in the Medicaid expansion group would have to meet a resources cap to get coverage. The cap is $10,000 for a single person and double for married couples.
- States could adopt a lower cap or count resources normally excluded under Supplemental Security Income rules. States must include the change in their Medicaid state plan and carry out the test at initial eligibility and at each redetermination.
- The requirement would begin January 1, 2029 and the cap would be adjusted in applicable years every four years using the four-year change in the Consumer Price Index, with 2033 as the first adjustment year.

New Medicaid resource limit for expansion
This bill would require states to use a resources test for the Medicaid expansion group (called "applicable individuals" in the bill). Starting January 1, 2029, the test would bar people whose countable resources, measured under SSI rules, exceed $10,000. If you are married, the cutoff would be double ($20,000). States would check resources when you apply and at each renewal. In 2033 and every four years after, the dollar limit would increase based on the four-year change in the CPI‑U ending the prior September 30. States could elect a lower dollar limit or to count resources normally excluded under SSI, and the Secretary may not deny that election. States would need to amend their Medicaid plan to certify they meet this new requirement.
