National fiscal commission and fast-track
If enacted, Congress would create an 18-member National Commission on Fiscal Responsibility to recommend steps to reach an annual deficit of 3% of GDP within ten years. The Commission would report within one year, publish meeting records, and send a proposed joint resolution with implementing language to Congress. A special fast-track, closed procedure would let Congress consider that single Commission resolution with no amendments and limited debate.
Two-year federal budget cycle
If enacted, Congress would move to a two-year federal budget cycle. The President would file a budget by the First Monday in February. The budget resolution would set spending levels for each fiscal year in the two-year period and show debt-to-GDP and deficit-to-GDP ratios. The new rules would take effect immediately before noon on January 3, 2027.
Stronger budget transparency and reports
If enacted, the President's budget would include 25-, 50-, and 75-year analyses of unpaid obligations for entitlement programs. Starting December 1, 2028 and each year after, the President would submit an administrative budget supplement with updated estimates and credit reestimates. Within 45 days after the Treasury audit is submitted, Budget Committee chairs and the Comptroller General would hold a hearing to review audit findings and fiscal sustainability measures.
CBO briefing for newly elected Members
If enacted, the House and Senate would require an introductory Congressional Budget Office briefing for all newly elected Members before they are sworn in. The House briefing would be run by the Committee on House Administration and the Senate briefing by the Secretary of the Senate.
House rule status for certain provisions
If enacted, the bill would say that specified sections are enacted as part of the House rules and that they are part of the House rules of procedure. The statement also says the House may change those rules at any time.
