New multi-factor login for healthcare.gov
This bill would require multi-factor authentication (MFA) on healthcare.gov or any successor site for enrolling in Exchange health plans and for viewing personalized enrollment information. MFA would mean verification of two or more factor types: a knowledge factor (like a password), a possession factor (like a code or token), or an inherence factor (like a fingerprint). The Secretary would have to implement MFA no later than 1 year after enactment and the change would apply to plan years that begin on or after that date. People without broadband or cellular service, or those otherwise unable to use MFA for reasons the Secretary specifies, would be exempt.
