Move Title VI and Fulbright Oversight
If enacted, the bill would transfer oversight of Title VI international education programs and the Fulbright‑Hays program from the Department of Education to the Secretary of State. It would repeal Part C of Title VI (the Institute for International Public Policy). Personnel, contracts, property, records, and unspent balances would move to the State Department under 31 U.S.C. 1531, and any unexpended funds moved would have to be used only for their originally authorized purposes. The Secretary of State would be allowed to use Education Department staff, assets, and funds during a transition, and would remain responsible if functions are delegated. The Director of OMB would have to certify there is no net increase in federal full‑time employees and report to two congressional committees. The act would generally take effect six months after enactment, and transfers would be allowed to begin on the enactment date and must be completed by the six‑month effective date.
