This bill would create a five-year pilot to award grants that expand forensic assertive community treatment (FACT) teams to deliver intensive, around-the-clock mental health, addiction, housing, and vocational services to people with serious mental illness who are involved with the criminal justice system.

- People with serious mental illness and recent justice involvement would get small client-to-team ratios, time-unlimited, field-based care and access to psychiatry, substance use treatment, employment supports, and housing assistance.
- State and local governments that already run or partner with FACT programs would be eligible for grants and could subgrant funds to nonprofits, licensed mental health agencies, managed care entities, or other providers to scale services.
- The bill would require the Department of Health and Human Services to contract with the National Academies for an 18-month study that defines measurable effectiveness metrics, identifies fidelity elements, provides implementation guidance and cost estimates, and analyzes cost savings. The bill authorizes $1.5 million for that study and allows unspecified appropriations for the pilot for FY2027 through FY2032.

If enacted, this bill would create a 5-year federal pilot to expand forensic assertive community treatment (FACT) team programs. The Secretary of Health and Human Services would award grants to eligible State or local governments that are running or partnering with existing FACT teams. Grants could be used directly or subgranted to nonprofits, licensed mental health treatment agencies, local managed care entities, or other entities the Secretary approves. The pilot would begin on enactment, last five years, and grant funding would be provided as "such sums as may be necessary" for fiscal years 2027–2032.
Federal study on FACT programs
If enacted, this bill would require HHS to seek an agreement with the National Academies to study FACT program effectiveness, costs, fidelity, and scaling. The Secretary would need to seek that agreement within 60 days of enactment and the National Academies would have 18 months to report to the Secretary and to Congress. HHS would then publish and share the report with State and local governments within 60 days after receiving it. The bill authorizes $1,500,000 to pay for the study, to remain available until expended.
