Show full summary
- Local communities and visitors: Managers add 9,290 acres to the Conservation Area and adopt a new May 20, 2024 map for the expanded boundary.
- Southern Nevada Water Authority (SNWA) and water users: SNWA receives temporary and permanent rights-of-way for the Horizon Lateral Pipeline outside the Conservation Area. The rights include geotechnical work, construction, operation, and tunneling with authority to excavate and dispose of sand, gravel, and minerals without rents or other charges.
- Utilities and federal land managers: The expansion preserves valid existing rights and does not block operation, maintenance, or replacement of authorized utility facilities within designated corridors. New right-of-way grants inside existing corridors may still be approved if they follow environmental review and terms set by the Secretary of the Interior.

Bill Overview
Analyzed Economic Effects
2 provisions identified: 1 benefits, 0 costs, 1 mixed.
Rent-free right-of-way for Southern Nevada pipeline
If enacted, the Southern Nevada Water Authority would get temporary and permanent rights-of-way for a water pipeline. The grant would be issued within 1 year and would not require rent or other charges. Where the map shows routes outside the conservation area, it would also cover powerlines, facilities, and access roads. Tunneling materials (sand, gravel, minerals) could be used or disposed without payment, and within 30 days the parties would name federal disposal sites in a memorandum. The Secretary could set reasonable terms to protect the area; the route would not cross designated wilderness, and construction would not permanently harm surface resources.
Sloan Canyon grows by 9,290 acres
If enacted, the bill would expand the Sloan Canyon National Conservation Area from 48,438 to 57,728 acres. It would replace the boundary map with one dated May 20, 2024. Existing utility corridors and approved transmission line rights-of-way would still be allowed to operate, be maintained, repaired, or replaced. The Secretary could still approve new utility rights-of-way inside existing designated corridors after environmental review and other applicable laws. Management rules for the area would otherwise stay the same, except for the bill’s new right-of-way provisions.
