New Presidential Sports and Fitness Council

This bill would create the President's Council on Sports, Fitness, and Nutrition. The President would appoint up to 30 members. The Council would advise the President and the Secretary of Health and Human Services and recommend actions like reestablishing a Presidential Fitness Test, promoting school fitness challenges, and plans to address childhood obesity and readiness. The Council would end on a date the President sets.

Council funding, staff, and agency support

If enacted, the President would designate an Executive Director to run daily Council operations and coordinate with agencies and partners. Executive departments would be asked to provide information and help, to the extent allowed by law and available funds. The Secretary of HHS would be able to provide funding and administrative and technical support, subject to appropriations. The Council could also accept money from the National Foundation on Fitness, Sports, and Nutrition. Certain Federal Advisory Committee Act duties would be performed by HHS, but the President would keep the duty to report to Congress.

Rules for Council Members and Travel

The bill would set Council member terms at two years and allow reappointment. Members could continue serving until a successor is named and the President could name a Chair or Vice Chair. Members would serve without pay. Members would be able to get travel costs and per diem for official travel, but payments would depend on available funds.
