National housing plan and reports
If enacted, the bill would require the Council to write a National Strategic Plan to Preserve Affordable Housing within 12 months and update it each year. The Council would publish the plan for public comment. The Council must send an annual report to the President and Congress describing housing needs, federal actions, and recommended legislative or administrative steps. The bill would also require each Council member agency to report to the Council and Congress within 90 days and annually on its housing programs, people served, barriers to use, and efforts to expand housing and legal services.
New federal housing council
If enacted, the bill would create the United States Interagency Council on Housing Affordability and Preservation. The Council would bring together many federal agency heads to advise the President and Congress and set national housing policy. The Council would appoint an Executive Director (paid at Executive Schedule Level V), get administrative support from HUD, and members would not receive extra pay. The bill would authorize about $4.8 million per year for fiscal years 2027–2031 (about $24 million total) to run the Council.
Regional housing coordinators and state contacts
If enacted, the bill would require the Council to hire between 5 and 10 regional coordinators covering the 10 federal regions. Coordinators would provide technical help to states, local governments, and nonprofits on federal housing grants and programs and develop region-specific recommendations. The Council would hold regional workshops at least every two years. The bill would also require each State to name a single contact person to receive and share information from the Council.
