This bill would add a goal to expand participation in national and community service by groups underrepresented in service programs, including young adults. It would require program managers and the Director who assigns volunteers to give priority to projects that recruit and train underrepresented participants, explicitly including men. The priority would cover youth coaching and mentoring; school attendance and after-school support; conservation corps service positions; disaster response; public safety, violence interruption, and reentry support; and skilled-trades, apprenticeship, or workforce-linked services. These priorities would apply to volunteer assignment, project proposal development and selection, and national service priorities, and would take effect upon enactment.
