New foreign-donation reporting for charities
If enacted, this bill would require certain 501(c) organizations to report foreign donations on IRS Form 990. Organizations with at least $200,000 in gross receipts or $500,000 in assets in the prior year would report the total received from foreign nationals and the totals separately for each "foreign country of concern." For individual donors, donations would be attributed to each country of the individual's citizenship. For non-individual donors, donations would be attributed to the country where the donor is legally organized. Organizations could rely on a donor's nationality statement unless they know it is false, and the Treasury Secretary could require collection of nationality information. The reporting would apply to returns for taxable years beginning one year after enactment.
