Summary
Diversify U.S. critical mineral supply chains through international partnerships and technology deployment. This bill would create a Department of State program to fund and coordinate multiyear partnerships, Centers of Excellence, and a public digital platform to move critical minerals technology from research to commercial use.

New State Department critical minerals program
If enacted, the bill would create a Critical Minerals Innovation Partnership Program at the State Department. The Secretary would appoint a Director to run the program and set up international Centers of Excellence and Country Teams. U.S. companies, startups, research institutions, and small firms would be able to apply for grants, challenges, and co-funded pilot projects through a public digital platform. The Secretary could use amounts from the "National Security Investment Programs" but only with congressional notice at least 15 days before funds are obligated and only if Congress provides money.
Limits on countries and foreign partners
If enacted, the bill would call Russia, Cuba, Burma, North Korea, Iran, and China "countries of concern." The bill would treat an entity as a country-of-concern entity if it is subject to those countries' laws or is more than 25 percent owned, controlled, financed, or influenced by the Chinese government, the Chinese Communist Party, or the Chinese military. The bill would bar the State Department from funding or contracting with those countries or country-of-concern entities. The bill would also bar program funds to any entity in which the President or an immediate family member holds ownership or a managerial role (immediate family is defined by cross-reference to an existing statute).
