Summary
Makes the Administrative Procedure Act apply to certain SBA rulemakings. This bill would state that, notwithstanding section 553(a)(2) of title 5, the rulemaking provisions of the Administrative Procedure Act apply to Small Business Administration rules that relate to public property, loans, grants, benefits, or contracts.

If enacted, this bill would require the Administrative Procedure Act's notice-and-comment process to apply to Small Business Administration rulemakings about public property, loans, grants, benefits, or contracts.
