Withholding federal transportation funds
If enacted, the bill would let the Secretary of Transportation withhold 10 percent of a State's federal surface transportation apportionment in the first fiscal year that begins after fiscal year 2026 if the State lacks the listed election laws. The Secretary would withhold an additional 5 percentage points of that apportionment in each following fiscal year the State stays noncompliant. The withholding would continue year to year until the State enacts the required laws. This would reduce federal money for state roads and transit projects and could affect local projects and jobs.
New proof-of-citizenship to register
If enacted, the bill would bar a State from accepting or processing an application to register to vote in a Federal election unless the applicant presents one of the listed documentary proofs of U.S. citizenship. Examples include a REAL ID‑consistent ID showing citizenship, a U.S. passport, certain military IDs, or a government photo ID plus a certified birth certificate or other listed proof. If you mailed a registration form, you would have to bring proof in person to the election official by your State's registration deadline. States would have to provide an alternative process for people who cannot meet the document rules, run programs to identify and remove noncitizens from voter rolls, allow private lawsuits against election officials who register applicants without the required proof, and create criminal penalties for registering applicants who fail to present the proof. The rule would take effect upon enactment.
