- Families and friends of 1989 protesters: Expresses deepest respect and solidarity with those killed, tortured, or imprisoned and supports people who continue to publicly mourn.
- Pro-democracy activists and exiles: Calls on the Government of the People's Republic of China (PRC) to allow those who fled overseas or were blacklisted for peaceful protest activity to return without risk of retribution.
- People in Hong Kong: Urges the Hong Kong Special Administrative Region and PRC authorities to respect personal rights, restore independent democratic representation in line with the Joint Declaration and the Basic Law, and uphold judicial independence.
- Accountability and U.S. engagement: Calls on the PRC to invite a full, independent investigation by the U.N. High Commissioner for Human Rights and asks U.S. officials and Members of Congress to mark the anniversary and meet participants and families living abroad.
- Broader human-rights defenders: Condemns continued suppression of peaceful dissent and targeting of ethnic and religious minorities and expresses support for peaceful movements in Hong Kong, Tibet, and Xinjiang.
