• Lawmakers and the executive: Would require the President to submit budgets designed to meet the target and ask the House Budget Committee to recommend enforcement options within 180 days to keep Congress on track.
• Oversight bodies and rules: Would ask the House Rules Committee to propose rule changes within 180 days to strengthen enforcement and direct the Congressional Budget Office and encourage the Joint Committee on Taxation to show how major legislation affects progress toward the target.
