This bill would nullify two presidential memoranda and reopen parts of the Outer Continental Shelf to oil and natural gas leasing. It removes the withdrawals that covered the Gulf of Mexico, Atlantic, and Pacific areas and a separate withdrawal for the Bering Sea, and would allow the Bureau of Ocean Energy Management to issue leases in those areas.

Offshore oil leasing would reopen
This bill would cancel two Presidential memos dated January 6, 2025. Those memos withdrew parts of the outer Continental Shelf in the Gulf of Mexico, Atlantic, Pacific, and Bering Sea from oil and gas leasing. If enacted, those areas would be reopened for federal leasing consideration. Offshore energy companies could apply for leases and invest. Coastal communities could face higher environmental and safety risks. Energy prices for consumers could move either way. The change would take effect upon enactment.
