This bill would require institutions found responsible for antisemitic institutional misconduct to repay federal aid and let agencies pause funding after court injunctions. It focuses enforcement on whole programs and creates a coordinated mechanism for recoupment and suspension of assistance.

- Recipients of federal financial assistance would have to repay the amount provided for a program or activity for any fiscal year in which they are found noncompliant, even if the funds were already spent. Repayments would be collected as a claim of the United States under chapter 37 of title 31.
- If a court issues an injunction in a case alleging violation, the federal department that provides assistance would withhold all federal aid to the recipient until the court certifies compliance or until 1 year passes. Covered federal departments must notify each other and stop aid until that date.
- The bill expands remedies so a finding of noncompliance applies to the entire program or activity, and it requires coordination among agencies to suspend assistance pending compliance or time passage.

Repayment and withholding for federal aid recipients
If enacted, this bill would let agencies treat a noncompliance finding as applying to an entire program or activity, not just a part. A recipient found noncompliant for a fiscal year would have to repay all Federal financial assistance provided for that program or activity for that fiscal year, even if the money was already spent. The government would collect those repayments as a claim under chapter 37 of title 31, U.S.C. If a court issues an injunction alleging a violation, the agency that provides the aid would withhold further Federal assistance until the court certifies compliance or one year passes, and must tell other federal agencies to also withhold aid during that time.
