Summary
Blocks members of the Chinese Communist Party and their close relatives from obtaining F (academic student) or J (exchange visitor) visas. This bill would bar any CCP member who has served in a party position after enactment and their spouse, child, parent, sibling, grandchild, niece, or nephew from receiving F or J nonimmigrant status. Admissions needed to meet U.S. obligations under the United Nations Headquarters Agreement and other international obligations are excepted, and the President could waive the ban by certifying in writing that a waiver serves U.S. national security.

This bill would bar someone from getting an F or J visa if they are a member of the Chinese Communist Party. It would also bar close family members: spouse, child, parent, sibling, grandchild, niece, or nephew. The rule would take effect on the date of enactment or any time after. The United States could admit someone to meet the U.N. Headquarters Agreement or other international obligations. The President (or a designee) could waive the ban by certifying in writing to certain congressional committees that the waiver is in the national security interest.
