Summary
Allows a World War II women's memorial on the National Mall. It authorizes the World War II Women's Memorial Foundation to establish a commemorative work honoring more than 18 million women who served on the home front during World War II and explicitly permits placing that memorial on federal land in the District of Columbia despite limits in 40 U.S.C. 8908, limited to either Area I on the cited commemorative map or the Reserve, and ties the location authority to prior congressional authorization in the Consolidated Appropriations Act, 2023.

World War II Women's Memorial on Mall
If enacted, this bill would let the World War II Women's Memorial be placed on the National Mall. It would apply only to the commemorative work authorized by section 702 of division DD of the Consolidated Appropriations Act, 2023 (Public Law 117-328). The exception would allow only two locations. Those are Area I (map number 869/86501 B, dated June 24, 2003) or the Reserve defined in 40 U.S.C. 8902(a). The change would take effect upon enactment.
