This bill would create an Interagency Council on Service to coordinate and expand military, national, and public service opportunities across the federal government. The Council would advise the President, coordinate recruitment and outreach, and deliver a Service Strategy that reviews programs and joint messaging.

- Federal leaders from Defense to Education and other agencies would sit on the Council, and the President would designate an annual Chair from Senate-confirmed officials. The Council would meet quarterly or more often to align pilots, recruitment, and best practices.
- The Council would develop joint recruitment, retention, and marketing strategies aimed at increasing participation in military, national, and public service and addressing national security and domestic workforce needs.
- It would prepare a Service Strategy within two years and every four years after. The Strategy would review federal programs and online content, assess trends, and recommend recruitment, branding, and joint messaging while consulting State, local, and Tribal governments and community partners.

If enacted, the bill would add the Corporation for National and Community Service to agencies that help service members find work after leaving the military. The Labor Department would provide information on public service jobs, recruiting, and training. The bill would add national and community service training in coordination with the CNCS chief.
New Interagency Council on Service
If enacted, the bill would create an Interagency Council on Service. It would include Cabinet secretaries and agency directors. The President would name a Chair each year from Senate-confirmed members. The Council would meet at least quarterly. It would advise the President on recruitment, outreach, and coordination for military, national, and public service. The Council would produce a Service Strategy within 2 years and every 4 years after that. The Strategy would review Federal programs and online content, forecast trends, and recommend recruitment and messaging.
Joint recruiting research and advertising
If enacted, the bill would let the Defense Department, the Peace Corps, and CNCS run joint market research, recruiting, and advertising. It would allow those agencies to share information for those activities despite limits in 10 U.S.C. 503. The program would be designed to work with existing military and national service recruiting.
No new funding authorized
If enacted, the bill would state that no additional funds are authorized to carry out this Act. Agencies would need separate appropriations from Congress to pay for any new activities under the bill.
