Allow park partnerships and support
This bill would let the Interior Secretary enter cooperative agreements with states, local governments, private groups, and individuals to preserve and interpret park sites. The Secretary could provide technical help, grants, or public programming for sites and museums not run by the Park Service that relate to Cesar Chavez and the farmworker movement. These authorities would take effect upon enactment.
Designate Farmworker Peregrinacion Trail
This bill would designate the Farmworker Peregrinacion National Historic Trail as a National Historic Trail. The trail would cover about 300 miles between Delano and Sacramento, California, as shown in the 2013 Study. The designation would take effect upon enactment.
Rename Chavez monument as park
This bill would redesignate the Cesar E. Chavez National Monument (established Oct 8, 2012) as the "Cesar E. Chavez and the Farmworker Movement National Historical Park." Any funds available for the monument would be available for the new park. References to the monument in federal papers would be treated as references to the new park. The change would take effect upon enactment.
Set park boundary and land rules
This bill would set the park boundary to the area shown on the official map dated September 2022. The Interior Secretary would be able to accept donated land, buy land from willing sellers, or exchange land inside that boundary. The Forty Acres (Delano, CA), Santa Rita Center (Phoenix, AZ), and McDonnell Hall (San Jose, CA) could join only after the land is acquired or a written agreement is made. The Secretary would publish a Federal Register notice within 30 days after adding any site.
Park planning and site review
This bill would require the Interior Secretary to prepare a general management plan within 3 years after funds are made available. The plan must review Coachella Valley sites, representative sites in the States (defined as California and Arizona), and related sites outside those States and recommend additions to Congress. The plan must be done with landowners and stakeholders, including the National Chavez Center and the Cesar Chavez Foundation.
