Guaranteed federal funding for special education

If enacted, the bill would make federal Part B funding for special education mandatory and formula-driven. Each year the payment would be the larger of a listed dollar amount or a percent of a new base. The base would equal the number of children with disabilities served last school year. That number would be multiplied by the national average per‑pupil public school spending. The bill lists amounts rising from about $16.7 billion in FY2026 to $69.6 billion or 40% of the base in FY2035 and later. Each year's appropriation has specific start and end availability dates (usually July 1 through the next September 30).
