More water grants for communities and wells
If enacted, this bill would let the EPA Administrator issue grants to States to address contaminated drinking water. A State could get money on behalf of a community the State finds disadvantaged under its affordability rules (section 1452(d)(3)). The EPA could also allow grants for communities with fewer than 10,000 people if the Administrator finds they lack capacity to take on debt. Grants could be made for owners of drinking water wells that are not public water systems but serve a community. The contaminant must be one the State determines is present. This would take effect upon enactment.
