Maintains permission to alter the Second Division Memorial in Washington, D.C. This bill would extend the authority created by section 352 of the National Defense Authorization Act for Fiscal Year 2018 so it applies through September 30, 2032, notwithstanding section 8903(e) of title 40, United States Code.
