IRS ban on employees with tax liens

If enacted, this bill would bar people with certain liened federal tax debts from IRS jobs. A "seriously delinquent" debt would mean a federal tax debt with a public lien filed under section 6323. Debts on timely installment or compromise agreements, or debts with certain pending hearings or relief requests, would be excluded. The IRS would check current employees within six months and every year, and must check job applicants before hiring. The Office of Personnel Management would write any rules needed to carry this out.
