Summary
Prohibits new federal oil and gas leasing and authorizations in four West Coast Outer Continental Shelf planning areas. The bill would add a new subsection to the Outer Continental Shelf Lands Act that bars exploration, development, and production in the Washington/Oregon, Northern California, Central California, and Southern California planning areas shown in BOEM's 2024–2029 leasing maps.

Ban on West Coast offshore oil leases
If enacted, this bill would bar the Secretary from issuing any lease or other authorization for exploration, development, or production of oil or natural gas in four Outer Continental Shelf planning areas off Washington, Oregon, and California. The covered areas are Washington/Oregon, Northern California, Central California, and Southern California as shown in BOEM's 2024–2029 leasing program (published Sept. 29, 2023; announced 88 Fed. Reg. 67798, Oct. 2, 2023). The ban would take effect upon enactment. If passed, this could help coastal communities and the environment, but reduce future offshore oil and gas jobs and investment.
