Summary
Expands access to criminal history records to peace officer standards and training agencies. This bill would add state and territorial certification and training bodies to the list of entities allowed to receive criminal history record information for hiring, licensing, training, and retention decisions.

- State and territorial peace officer standards and training agencies: Would be able to request and use criminal history records to set and enforce hiring, training, ethical, and retention standards for officers.
- Law enforcement candidates and current officers: Their criminal histories could be reviewed by these certification and training bodies as part of background checks, licensing, or retention reviews.
- Federal implementation: Would require the Attorney General to update Part 20 of Title 28 of the Code of Federal Regulations within 180 days after enactment to carry out the change.

State police certification agencies access records
If enacted, the bill would let state peace officer standards and training agencies get federal criminal history records. These agencies set police hiring, training, conduct, and licensing rules in each State and U.S. territory. The bill would add them to 28 U.S.C. 534(e). It would also require the Attorney General to update Part 20 rules within 180 days. People whose records are requested could be reviewed by those agencies.
