Summary

Graduate medical school funding limits
If enacted, a graduate medical school would lose eligibility for federal funds unless it files two certifications with the Secretary. One certification would say the school does not and will not compel or require certain diversity, equity, and inclusion practices. The second certification would say the school will follow federal civil rights laws like Titles IV, VI, and IX and Section 504. Accrediting groups that evaluate graduate medical education would have to show they do not require policies that conflict with these rules. This would take effect upon enactment and could affect student loan access and school funding.
Protecting instruction and speech rights
If enacted, the bill would say schools can teach about medical needs tied to sex, race, or other traits. Schools could collect student demographic data for informational purposes. Religious institutions would not be forced to act against their beliefs. The bill would not limit campus speech, normal classroom instruction, research, student groups, guest speakers, or an institution's duty to follow federal and state anti-discrimination laws. This would take effect upon enactment.
