Show full summary
  • Victims and victim service programs would gain a broader, more diverse funding stream, which could make grants and compensation more reliable.
  • Certain False Claims Act recoveries would be treated as deposits to the Fund from enactment through September 30, 2030, but payments to qui tam relators and reimbursements to the government are excluded.
  • A prosecutor's declination of criminal prosecution or a similar final disposition that does not involve a conviction would count as a deposit source.

More funding for crime victims

If enacted, this bill would let new kinds of receipts go into the federal Crime Victims Fund. A declination of prosecution or other final disposition without a conviction would count starting on enactment. False Claims Act recoveries under 31 U.S.C. 3729–3731 would count from enactment through September 30, 2030. But amounts that must go to qui tam whistleblowers or to reimburse the U.S. for damages would not be deposited. This could increase funding for victim compensation and victim service providers, depending on collections.
