Raises dollar thresholds for categorical exclusions for small federal-aid projects. This bill would double two MAP-21 monetary limits so larger projects may qualify to be treated as categorically excluded from further environmental review.

- State and local transportation agencies and project sponsors: Projects receiving limited Federal assistance with costs up to $12 million (subparagraph A) or up to $70 million (subparagraph B) would be eligible for categorical exclusion, expanding which projects could avoid additional environmental assessments.
- Communities and environmental stakeholders: More mid-size highway or transit projects could move forward without full environmental reviews, which may reduce the frequency of detailed studies and extended public review for those projects.
