Summary
Clarifies how agencies should treat special districts as units of local government for eligibility for federal financial assistance. The bill would direct the Office of Management and Budget Director to issue that guidance within 180 days after enactment, require agencies to align their assistance policies and implement the guidance within one year after it is issued, and require the Director to report to congressional oversight committees on agency conformity within two years after enactment.

Easier federal aid for special districts
If enacted, this bill would require the OMB Director to issue guidance within 180 days. The guidance would clarify when a special district counts as a local government for federal financial assistance. Federal financial assistance would include grants, loans, loan guarantees, property, cooperative agreements, interest subsidies, insurance, food commodities, and direct appropriations. It would not include reimbursements for services to individuals, per the Director's guidance. Agencies would have one year after the guidance to update rules and policies. The Director would report to two congressional committees within two years of enactment on agency implementation.
