Cross-boundary wildfire mitigation is the focus. This bill would direct the Comptroller General to study which federal programs, rules, and authorities help or hinder wildfire mitigation across Federal and non-Federal land and to recommend ways to simplify coordination.

  • Federal land management agencies would get a GAO review of existing rules and barriers and recommendations to make cross-boundary mitigation easier to carry out.
  • State, local, and Tribal governments would see whether changes could increase their capacity or access to funding for joint mitigation work.
  • The study would assess roles for the Department of Agriculture through the Natural Resources Conservation Service, the Department of Homeland Security through FEMA, and the U.S. Fire Administration in expanding funding or capacity.
  • It would evaluate activities under section 103(e) of the Healthy Forests Restoration Act of 2003 to improve their effectiveness and to see if that subsection increased funding access.
  • Not later than two years after enactment, the Comptroller General would report results and recommendations to the House Natural Resources Committee and the Senate Energy and Natural Resources Committee.
