Summary
Creates the Ralph David Abernathy, Sr. National Historic Site in Georgia to preserve West Hunter Street Baptist Church and Abernathy's role in the civil rights movement. Establishment would wait until the Secretary of the Interior determines enough land and interests have been acquired and then publish a notice within 30 days. The site boundary is the "Proposed Boundary" map P99/184,019 (August 2022) on file with the National Park Service. The Secretary could acquire land by donation, by purchase from willing sellers with donated or appropriated funds, or by exchange, and could add State-owned land only by donation. Within three years after funds are first available, the Secretary would complete a management plan. The Secretary could enter cooperative agreements, leases, or other partnerships to provide signage, exhibits, parking, technology-based interpretation, tours, and to preserve historic and cultural resources.

Create Abernathy National Historic Site
If enacted, this bill would create the Ralph David Abernathy, Sr. National Historic Site in Georgia to preserve West Hunter Street Baptist Church and Abernathy's civil rights work. The site would only be established after the Secretary of the Interior finds enough land and interests have been acquired. Within 30 days of that finding, the Secretary would publish a notice in the Federal Register. The site's boundary would be the map P99/184,019 dated August 2022, on file with the National Park Service. The Secretary would run the site under laws that apply to National Park System units and must finish a management plan within 3 years after funds are first made available. The Secretary could acquire land by donation, buy from willing sellers with donated or appropriated funds, or exchange land. State- or local-owned land could be added only by donation. The Secretary could also make agreements or leases with the State or others for signs, exhibits, parking, tours, technology-based interpretation, and preservation work.
