Grants for small businesses and nonprofits

This bill would let the Director of National Intelligence make fund money available to intelligence community elements. Those elements could give grants, payments for products or services, or equity payments to firms and eligible nonprofits. Assistance would be allowed only if the recipient is under contract or engagement with an intelligence element for R&D and an attestation is made that the product will meet a mission need. The Director would be required to prioritize small business concerns and nontraditional defense contractors. The Director would run the program, consult other intelligence leaders and certain agencies, and must report to the congressional intelligence committees by September 30, 2026, and each year after. Each report would list amounts spent or obligated, what the money funded, the effects, and a summary of transition activities and outcomes.

New tech bridge fund for small businesses

This bill would create an Intelligence Community Technology Bridge Fund in the Treasury. Congress could appropriate $75 million for fiscal year 2026 and each year after. The fund balance could not exceed $75 million at any time. Money in the fund would remain available until spent.
