- Foreign individuals and entities could be designated for acts such as violence against civilians, threats to force relocations, destruction of private property, property seizure, or support for terrorism. Designation allows asset blocking, visa ineligibility, and criminal penalties for violations.
- U.S. persons and companies would be prohibited from transacting with designated people and could face penalties for facilitating or evading blocked transactions involving assets that touch the United States.
- The President must report within 90 days and every 180 days on designations, sanctions, and waivers.
