Restore withheld payments for Havlish plaintiffs
This bill would treat certain 9/11 claimants named in a April 16, 2014 court order as Havlish Settling Judgment Creditors. If enacted, any Fund money allocated to those creditors but withheld under the Act's conditional-payment rule would have to be released and paid to them. Those creditors would also be allowed to join future rounds of Fund payments like other eligible claimants, even if they earlier filed a conditional-payment application. The bill would exempt these specific creditors (and assets tied to them) from one enforcement/distribution rule and say the change counts as if it were in force on December 29, 2022.
