Summary
Conditions federal Higher Education Act funding on public colleges giving religious student organizations the same access, recognition, and facilities as other student groups. It adds a new Section 124 to Part B of Title I and would bar HEA funds for any public institution that denies rights to a religious student organization because of its beliefs, practices, speech, leadership standards, or standards of conduct.

Equal campus access for religious groups
