Limits foreign judgments for sanctions compliance
If enacted, this would stop private parties from using U.S. courts to enforce foreign court judgments or foreign arbitration awards tied to U.S. sanctions. It would apply when the claim came from steps taken to follow U.S. sanctions that blocked a contract, or when a foreign court claimed power because of U.S. sanctions or export controls, including foreign anti-sanctions laws. If you are the defendant, you would be able to move the case to federal court, and the court would have to dismiss it. This would not limit actions by the U.S. government, and it would not reduce terrorism-victim remedies or contract terms that choose U.S. courts or U.S. arbitration. "U.S. sanctions" here would include export controls but not import tariffs. It would apply to cases pending on or after the date of enactment.
